South Africa’s IPP Costly Delay Still Has Hope

With the latest delay in South Africa’s Renewable Energy Independent Power Producers Program (REIPPP), many are worried about the rising costs; however, some are still hopeful that this delay can correct problems seen in the first bid round.

"While the extension to May 2013 has taken the wind industry by surprise," said Jasandra Nyker, Chair of the South African Wind Energy Association (SAWEA). "It is important that the time is constructively used to ensure that the Renewable Energy Independent Power Producers Programme (REIPPP) is radically improved and streamlined going forward."

The next round offers the government the opportunity to strengthen its commitment by allowing a greater allocation of bidding capacity for wind. Currently the wind cap is approximately 650 MW,b ut SAWEA estimates that there could be REIPPP bid compliant projects totaling more than 2.5 GW.
